Job Description:-
PAKISTAN is desirous of expanding and improving its petroleum refining and petrochemical base to meet increasing domestic demand for petroleum products. PARCO Coastal Refinery Limited (PCRL) have embarked on setting up a new integrated mega oil refinery and petrochemical plant at Khalifa Point near coastal city of Karachi, Pakistan. PARCO Coastal Refinery (PCRL) is expected to reduce demand and supply gap of the country.
Qualification & Experience:
PCRL requires the services of an experienced Project Manager, with demonstrated expertise in leading a Greenfield Refinery or a Petrochemical mega project from conceptual to commissioning stage. The Candidate must be a Bachelor’s or Master’s degree holder in Engineering. Additional degree in Business is preferable. Project Management Professional (PMP®) certification is mandatory for this job.
The candidate must possess 20+ years’ Project experience of which 10+ years must be in a leading role in successful management of mega Oil &Gas / Petrochemical projects. Should be well versed in the field of project management, including engineering, quality management, safety, project coordination, planning, scheduling, forecasting, estimation, risk management, general administration and contract management in the downstream oil and gas industry, in a PMC/FEED/EPC environment.
Roles & Responsibilities:
· Act with integrity as Company representative towards the Project Contractors / Consultants and other external interfaces
· Ensure that the ethics requirements are known and adhered to by PMT and PMC.
· Manages the development, implementation and execution of Best-of-Industry Working Practices in Project Design by directing contractor resources (mostly engineers), in different disciplines.
· Accountable for ensuring that owners requirements are developed, adhered and implemented during all project phases built into the scope and delivered.
· Ensure that owners’ endorsements and approvals are obtained in a planned way according to Governance Model and TORs.
· Responsible for achieving project objectives in terms of quality, cost and schedule by monitoring the project baselines and without compromising on safety standards.
· Ensures that the project design work is done in compliance with the standards specified by regulatory authorities, Company policies and according to the approved Delegation of Authority.
· Coordinates and participates in various project related audits and benchmarking activities for overall improvement.
· Responsible for pro-active engagement and negotiation with contractors, suppliers and other stakeholders to mitigate risks.
· Effectively manage and optimize PMC and PMT resources to ensure completion of project objectives and deliverables.
· Acts as focal point for preparing regular project progress and financial Reports, and sets up regular status update meetings with the internal and external stakeholders.
· Liaise with Regulators, Government authorities and other stakeholders.

Job Description
Qualifications and Competencies:
The candidate must be a Mechanical or Chemical Engineering graduate registered with PEC, additional MBA degree from a top-notch institution is preferable. The candidate must be a Certified Project Management Professional having expertise in monitoring and controlling EPC or Non-EPC projects. The candidate must have thorough knowledge and hands-on experience of managing the operations of a centralized project office. The person should have good organizational, time management, communication and leadership skills and should have energy to work under stress.
Experience:
Minimum 15 years’ experience of monitoring and controlling projects preferably in Oil & Gas or Petrochemicals industry, out of which at least 5 years should be in a manager’s role. A proven track record of leading professional services teams to deliver multiple projects. The candidate should be conversant with defining project scope, developing execution strategy, project planning & scheduling, resource planning and ensuring coordination of ancillary project services to the core project teams.
Responsibilities:
· Lead the Central Project Office team to manage EPC/Non-EPC projects.
· Custodian of the overall Project Portfolio of the Company.
· Develop, implement and monitor uniform application of Project procedures and standards across Company Projects.
· Devise systems to monitor and control project implementation, review project budgets, analyze variances, and suggest actions to minimize cost and time over-runs.
· Responsible for interacting with other functions in the Company to ensure comprehensive follow up of the project from development to subsequent handover to the end user.
· Provides regular updates to the Company management and other stakeholders as required on the status and Progress updates of ongoing / completed projects.
· Responsible for setting up regular meetings with various execution and commissioning teams to identify, coordinate and resolve issues that hamper project's progress.
· Review terms of reference, obtain expressions of interest from consultants, evaluate EOIs, recommend selection, and obtain approval from the competent authority.
· Coordinate with the Human Resource Department for recruitment, deployment, training of project’s manpower.
· Liaise with design and construction contractors to monitor their performance and handle project implementation issues.
· Visit sites, review status reports, prepare and control project documents and ensure quality control.
· Assist project leaders in negotiations with financial institutions, contractors, and suppliers.
· Project risk analysis and mitigation.
